Software To Recognize Faces Is Found To Be Biased
The majority ( )of commercial facial-recognition systems exhibit bias ( ), according to a study from a federal agency released recently, underscoring ( )questions about a technology increasingly used by police departments and federal agencies to identify suspected criminals.
The systems falsely identified African American and Asian faces 10 times to 100 times more than Caucasian faces, the National Institute of Standards and Technology reported. Among a database of photos used by law enforcement ( )agencies in the United States, the highest error rates came in identifying Native Americans, the study found.
The technology also had more difficulty identifying women than men. And it falsely identified older adults up to 10 times more than middle-aged adults.
The new report comes at a time of mounting ( )concern from lawmakers and civil rights groups over the proliferation ( )of facial recognition. Proponents ( ) view it as ( )an important tool for catching criminals and tracking terrorists. Tech companies market it as a convenience that can be used to help identify people in photos or in lieu of ( )a password to unlock smartphones.
Civil liberties experts, however, warn that the technology — which can be used to track people at a distance without their knowledge — has the potential to lead to ubiquitous ( ) surveillance ( ), chilling freedom of movement and speech. Last year, San Francisco, Oakland and Berkeley in California and the Massachusetts communities of Somerville and Brookline banned government use of the technology.
“One false match can lead to missed flights, lengthy interrogations ( ), watch list placements, tense police encounters, false arrests or worse,” Jay Stanley, a policy analyst at the American Civil Liberties Union, said in a statement. “Government agencies including the FBI, Customs ( )and Border Protection and local law enforcement must immediately halt ( )the deployment ( )of this dystopian ( )technology.”
The federal report is one of the largest studies of its kind. The researchers had access ( )to more than 18 million photos of about 8.5 million people from American mug shots ( ), visa applications and border-crossing databases.
The National Institute of Standards and Technology tested 189 facial-recognition algorithms ( )from 99 developers, representing the majority of commercial developers. They included systems from Microsoft, biometric ( )technology companies like Cognitec, and Megvii, an artificial intelligence company in China.
The federal report confirms earlier studies from MIT that reported that facial-recognition systems from some large tech companies had much lower accuracy ( )rates in identifying the female and darker-skinned faces than the white male faces.

這份聯邦報告是同類報告中規模最大者之一。研究人員取用來自美國嫌犯大頭照、簽證申請及跨越邊境資料庫中，約850萬人的1800萬張以上的照片。
國家標準及科技研究所測試來自99個開發商的189個臉部辨識演算程式，涵蓋大多數商用開發商，包括微軟系統，生物科技公司如Cognitec，以及中國人工智慧公司曠視科技。
這份聯邦報告證實麻省理工學院先前的研究結果，一些大型科技公司的臉部辨識系統，辨識女性和較深膚色臉孔的正確率，比辨識白人男性低得多。

感謝這群在美國的台灣人，本來和議員助理約見面討論台灣和香港最近的民主問題，結果最後幾乎都在講香港的反送中運動，因為他們覺得香港的情況更加危急。
這位去年剛當選麻州眾議員的國會新鮮人普瑞斯利（Ayanna Pressley），一直以來都有關心中國對維吾爾族的打壓，近日亦注意到香港示威運動的發展。在與這群台灣人交流分享最近香港局勢之後，透過助理的轉達，普瑞斯利議員目前已經連署眾議院版的《香港人權及民主法案》。

【民主派熱門新人Ayanna Pressley加入聯署香港人權及民主法案】
昨日受一群在Boston的台灣人邀請與麻省第七選區眾議員 Ayanna Pressley團隊的District Policy Advisor Ronald Claude見面，交流有關台灣國家的民主問題，以及香港多月來的反送中運動，以提高議員對中共打壓人權的關注，並藉此介紹香港人權及民主法案，游說Pressley加入聯署。今日Ronald便隨即發信指Pressley已經簽名支持該法案，他昨日見面時亦表示，他們辦公室一向關注中國在新疆打壓維吾爾族的情況，亦有留意香港近日的示威行動，並會跟進有關港警違規使用軍火武器的問題，相信民主派議員會陸續加入聯署。
感謝台灣朋友一路走來對香港人的支持，一個明明是他們約要講台灣事務的面談，最後七成都在講香港的情況，因為他們說那比較趕急重要。昨天跟他們其中一個講及我所定義民主與自由的高低差距，指台灣民眾都在追求民主的同時，香港卻低微得只在捍衛自身的自由，我們互相愣了一下後，她真誠地拋下一句加油，讓我自己也不自覺哽咽。港台兩地，原來真的唇亡齒寒。感謝他們的邀請，也感謝 波士頓香港人權組織 Hong Kong Social Action Movements in Boston的代表陪同，一起為同一的目標並肩前行。

[Representative Ayanna Pressley is on board for the HK Human Rights and Democracy Act]
Yesterday I met Ronald Claude, the District Policy Advisor for Massachusetts’ 7th congressional district representative Ayanna Pressley, regarding the democratic issue in Taiwan and the anti-extradition bill movement in Hong Kong. It was to raise the representative’s awareness of the oppressing behavior of the Chinese Communist Party and to encourage Representative Pressley to co-sponsor the HK Human Rights and Democracy Act.
Today, Ronald delivered the news that the Representative has already signed to co-sponsor the bill just now. During our meeting, he said the office has always kept a close eye to the situation in Xinjiang where China imprisons over millions of Uighurs and the protest going on in Hong Kong. He indicated that they will follow with the violation of the Hong Kong police force regarding their excessive usage of munitions and crowd control equipment which very much violated human rights. He added that he believes Congressional members of the Democratic Party will be on board to support the Act in Congress in the future.
For that, I thank for the support from the Taiwanese fellows. We spent 70% of the meeting talking about Hong Kong’s dire situation even though it was set up for the cause to discuss Taiwan’s affairs. During our train back home, we talked about my definition of the difference between democracy and freedom––While Taiwanese are pursuing democracy, Hongkongers are just guarding our own freedom to speak the truth. We paused for a second and she said “add oil” to me, making me almost cried :( Hong Kong and Taiwan really have a tight bonding and one is related to another and could never be separated apart on the path to democracy. Thank you for their invitation and @HKSAMBOS ’s additional presence. We are all here together for the same cause.
