今天從一早開始工作，一直到剛剛才結束。雖然累，但，最後這兩個半小時的跨國線上會議，讓人非常興奮。

這是從八月中下旬開始一週兩次的會議，我們這十四位來自不同國家的國會議員，克服著時差聚在一起開會，有時也會加入幾位國際重量級貴賓分析議題。

我目前全勤出席😄

今天晚上的會議中，主持人希望我們每個成員都選一個自己認為最重要的議題。

很多人說是國民的well-being(福祉)，也有人說是要重整聯合國，問到我時，我說：
對於台灣而言，很難只選一個。對我來說，所有公民的well-being，和控制衝突的發生（conflict resolution），兩者同樣重要。

如果是你，會選什麼呢？

至於我們在一起開會，到底要做什麼，容我再保密一段時間！

經濟學人引教育公司數據指北歐英語能力最好，新加坡領先亞洲。

According to a new report by EF Education First, an international education company, Northern Europeans are the most fluent (the Netherlands tops the rankings, followed by Sweden, Norway and Denmark). Middle Easterners are the least proficient (Iraq, Kuwait, Oman and Saudi Arabia all rank near the bottom).

These results are not comprehensive, however. Nor are they representative. EF’s index is based on the results of a free online test taken by 2.3m volunteers in 100 countries. Only people with an internet connection and time and willingness to take a test are included in the sample, which means the results are biased towards richer countries interested in English. As a result, many African countries do not have enough test-takers—at least 400—to be included in the index.

Asia is the region of greatest diversity. Only Singapore makes the top tier, but the Philippines, Malaysia, Hong Kong and India are not far behind. China is further back but still in the second tier, a few slots ahead of Japan. Languishing in the bottom slots are a clutch of South-East and Central Asian countries like Cambodia and Kyrgyzstan. This correlates with another factor: EF repeatedly finds that English skills are highly correlated with connections and openness to the rest of the world.

ในเกมจะให้เรารับบทเป็นนายกเทศมนตรี มีหน้าที่ดูแลความเป็นไปของเมือง

หากประชาชนในเมืองมีการศึกษาน้อย ธุรกิจบางอย่าง หรือออฟฟิศก็จะเกิดได้ยาก
ในทางกลับกัน หากมีประชาชนที่มีการศึกษาสูงจำนวนมากเกินไป ร้านค้า หรืออุตสาหกรรมบางอย่างก็อาจเจ๊งได้

แต่ทีเด็ดของเกมนี้ อยู่ที่ “การจัดการจราจร” ค่ะ

เพราะเราจะต้องออกแบบถนน วางผังถนน ออกแบบสี่แยกให้รถติดน้อยที่สุด
รวมไปถึงการวางระบบขนส่งมวลชน ทั้งรถเมล์ รถไฟ รถไฟใต้ดิน ให้ครอบคลุมและลดการใช้รถยนต์ส่วนตัวให้มากที่สุด

เรียกได้ว่า ใครเล่นเกมนี้แล้วบริหารเมืองให้รถไม่ติดได้ แนะนำให้ลองลงสมัครนายกเทศมนตรีได้เลยค่ะ

เพราะที่ประเทศนอร์เวย์ ผู้ลงสมัครเลือกตั้งท้องถิ่นจากเมือง 3 เมือง
คือ Hamar, Narvik และ Molde
เค้าใช้วิธีเสนอนโยบายด้วยการเล่นเกม Cities Skylines ให้ประชาชนได้รับชมผ่านโทรทัศน์ค่ะ !

เมื่อวันที่ 30 สิงหาคม ที่ผ่านมา
รายการ Valgspillet จากช่อง NRK สถานีโทรทัศน์หลักของนอร์เวย์
ได้มีการเชิญผู้ลงสมัครนายกเทศมนตรีของทั้ง 3 เมือง มาในรายการ โดยได้จำลองแผนที่ของทั้ง 3 เมือง ลงในเกม Cities Skylines ให้ผู้สมัครเลือกตั้ง เล่นเกมให้ประชาชนได้ชมนโยบายกันอย่างชัดเจน

ในรายการก็มีการเชิญท่านนายกรัฐมนตรีหญิงแห่งนอร์เวย์ เออร์นา โซลเบิร์ก มาเป็นแขกรับเชิญด้วย ซึ่งท่านนายกฯ ก็ได้ให้คำแนะนำ และได้ร่วมเล่นเกมกับผู้สมัครจากเมือง Hamar ด้วย

นับว่าเป็นการประยุกต์การเล่นเกมให้กลายเป็นการนำเสนอนโยบายที่สร้างสรรค์มากๆ

หันกลับมามองที่การเลือกตั้งท้องถิ่นในประเทศไทย
หากมีการนำเสนอนโยบายผ่านเกมสร้างเมืองให้ประชาชนได้รับชมกันบ้าง
ก็คงจะดีไม่น้อยนะคะ

In the list, the female Prime Minister of Norway, Iran Seoulburg is also invited as guest. The Prime Minister also advised and played games with Candidates from Hamar.

It's considered a gaming application into a very constructive policy presentation.

Ho Cheuk-Yin, Leo
Leo is a nineteen-year-old emerging chromatic harmonica virtuoso player, who has accumulated 17 international championships since 2006. In 2012, he has swept the board by winning champions in 4 categories in the 9th Asia Pacific Harmonica Festival in Malaysia, including the championship in the Elite Solo Open Category. Next year October in the World Harmonica Festival, Leo has made his debut and excelled among all contestants by seizing the championship in the Test Piece Chromatic Harmonica Solo category, which is renowned as the highest honor of chromatic harmonica player. He is also currently the international endorser at the Honher Music.
Under the tuition of Mr. Lee Sheung-ching, Leo has gained exposure to classical harmonica training since 6. In 2010, Leo is invited as a guest performer in the Hong Kong Art Festival with the King’s Harmonica Quintet. As the lead player in the Veloz Harmonica Quartet, he has also been invited to perform in Macau, Singapore, Prague, Munich, Ljubljana and Bratislava since 2011. As a soloist, in 2012, Leo was invited to give solo and duo performance at the 25th Anniversary concert series of the Norwegian Harmonica Organization in Norway and received high acclaims. 卓彥現年十九歲，乃近年半音階口琴界的新星。自2006年起，他總共累積了十七項國際­口琴賽事的冠軍寶座。當中包括2012年於第九屆的亞太口琴節越級挑戰， 精英獨奏組的冠軍，及總共四冠一季的佳績。 叧外於2013年十月，何卓彥再次前往德國世界口琴節參賽，勇奪三個項目的冠軍，包括­半音階口琴最高殊榮，半音階獨奏指定曲目組別的冠軍，以及公開組二重奏及大合奏的冠軍­。他現在亦為Honher Music 的國際代言人之一。

卓彥六歲起先後隨張健寧先生及李尚澄先生習口琴，以古典音樂為基楚。但他演奏的靈活性­極高，曲風不限於古典音樂，亦包括爵士音樂，民瑤，搖滾，以至流行音樂。卓彥早於20­10年已有幸受邀參與英皇口琴五重奏在香港藝術節的演出，其後亦以VELOZ口琴四重­奏主音的身份，以爵士音樂，民瑤及流行音樂，遠赴澳門，新加坡，布拉格，慕尼黑，盧布­爾雅那，布拉迪斯拉發等表演，大受好評。叧外他亦於2012年獲邀於那威口琴協會25­周年演奏會中以獨奏及二重奏方式演出，其高超的演奏技巧及細膩且有活力的音樂感於是次­演奏會中獲得極高評價。而於2013年世界口琴節，他亦同為《Young Chromatic Talents》演奏會中的表演嘉賓。近年，卓彥亦於爵士音樂界大於異彩，剛於201­4年6月在波蘭多個城市參與阿根廷著名探哥爵士樂隊3-0-3的巡迴演出。其精湛的即­興技巧及舞台上非凡的魅力，為海外觀眾帶來深刻的演出。
