隨著夜幕低垂,令港人又愛又恨的旺角行人專用區終於7月29日被取消。姑勿論是否「劣幣驅逐良幣」,部分表演者漠視周圍居民、商店利益,加上執法當局執達不力,確已造成擾民。但多年來專用區孕育出多少才華洋溢的表演者,並構成本港一道獨特的風景,不少外國遊客來港定必一遊。相反,倫敦牛津街雖為舉世聞名的購物大街,街頭表演者卻能與周遭環境和善共存。
早前,行德HK亦在港繁忙的德輔道中進行社會實驗,關閉行車道,改劃為行人專用區。雖然項目只短暫維持,但已大獲好評。另外西環碼頭(IG碼頭)、西區泳棚公共空間、中環海濱長廊等用地均受到港人擁戴,可見妥善運用公共空間在港亦非難以做到。因此,社區應如何運用這些空間以達致最佳效果,提升社區凝聚,甚至發展成旅遊景點乃現今城市規劃中不可或缺的一環。
本專題討論將探討本港在未來的規劃藍圖中如何能避免旺角行人專用區的情況再度發生;如何善用現有空間,達致還地於民。
29th July 2018 marks the end of the Mong Kok Pedestrian Zone, a controversial area which people in Hong Kong have developed a love-hate relationship with. Regardless of whether this is part of the natural selection process, the combination of a small portion of performers neglecting the welfare of nearby residents, and the inability of government officials to enforce regulations, has indeed caused disturbance to the area. Still, the Pedestrian Zone is an important contributor to the growth of the performance industry in Hong Kong, allowing performers to have a platform to demonstrate their talent in front of the public. The Pedestrian Zone was also itself a landmark of Hong Kong, a place where most foreign visitors paid a visit. It is saddening when we compare it with the London Oxford Street, where performers can coexist with the glowing shop signs of retail businesses.
The recent temporary transformation of Des Voeux Road Central from carriageway to a pedestrian zone by Walk DVRC received popular feedback. In addition, projects including the Western District Public Cargo Pier (IG Pier) and the Central Promenade have both turned into popular spots, showing that Hong Kong is capable of utilising public spaces adequately. Urban planning for the use of these area, for the good of the community or even establishing new touristic spots, are hence important nowadays.
This panel will explore ways that we can avoid repeating the mistake made in the Mong Kok Pedestrian Zone, and how to utilise our public spaces adequately to maximise the public’s benefit.
