【#閱讀筆記ReadingNotes】自冷戰以來，香港就是中美的共同邊陲，兩國在香港鬥而不破各取所需，加上英治政府周旋其中力求平衡，造就了香港在地緣政治的中立地位。一國兩制的國際共治性質，本應可以延續香港的中立地位。但近年中國力推全面管治，客觀上等同要終結美國在港勢力範圍，香港自然變成中美攤牌的戰場。
Hong Kong has been a US-China overlapping periphery since the Cold War. In the past the two powers mutually accommodated each other in Hong Kong and the British Hong Kong government also navigated in-between, making the territory a geopolitically neutral space. Supposedly, the OCTS as an internationalized co-governance model shall sustain Hong Kong's geopolitical neutrality. However, in recent years China tries to exercise total control over Hong Kong, meaning to expel US sphere of influence in the territory. The result is that Hong Kong is becoming a battlefield for a US-China showdown.

【#新聞點評Viewpoint】美國雜誌《大西洋》專題報導《香港人權與民主法案》立法進度，魯比奧參議員接受專訪時，透露了以下幾點訊息。看來，香港自治即將迎來「中美共治」的新局面。
1/ 參議院多數黨領袖麥康奈爾至今仍未公開支持法案，但魯比奧看來並不擔心，其辦公室並不認為麥康奈爾是「故意忽略」法案。
2/ 魯比奧表示已私下遊說特朗普總統，他並不未遇到阻力，白宮已「表示他們會簽署法案」。
3/ 魯比奧不認為特朗普會否決法案，而且他相信法案會以「不能否決的大多數」通過。他預期參議院會在10月中通過法案，眾議院也會在同樣時間通過。
4/ 魯比奧認為當前「最大的關注是法案執行」，包括如何執行每年查證和實施官員制裁（例如警察）。

US magazine The Atlantic has published a feature on the legislative progress of the "Hong Kong Human Rights and Democracy Act". Senator Marco Rubio has mentioned the following points in the interview. It seems that Hong Kong's autonomy will soon be put under "China-US co-governance".
1/ Senate Majority Leader Senator Mitch McConnell hasn’t specifically endorsed the Act yet. But Rubio is not worry about the situation and his office does not view McConnell’s failure to reference the Act "as a slight".
2/ Rubio has personally spoken with President Donald J. Trump about the Act and has not encountered resistance. The White House has "indicated that they would sign it".
3/ Rubio doesn't believe Trump would veto the legislation and he thinks the Act will "pass with a veto-proof majority". He expects the Senate to pass the Act in mid-October and House House Speaker Nancy Pelosi will also pass it in short order.
4/ Rubio thinks the "bigger concern is in its implementation", including implementing annual review and imposing sanctions on individuals (e.g. police officials).
