我們國家對不起你們。
星期四晚上上課完回家的路上有消防車急駛而過,我突然好難過,ㄧ有火警,大家是拼命往外跑,消防員卻是拼往裏鑽....但我們給他們什麼保障?連保命的裝備都被污掉......我們很對不起他們!
台灣不改變,以後真的沒人保護我們了。
讓我們能做些什麼吧!
「我學生時代就開始當義消,就連在外島當兵,休假回來也是跑消防隊。退伍後我曾做過測量員和網拍,但我無法忘情救人的成就感,終究不顧家人反對、報考消防員,目前在蘆竹鄉服務。
「我愛消防隊,真心希望政府重視消防安全,很多問題一直都在,只是之前沒有人組織。
「最嚴重的是人力問題。我們隊上15人,負責三分之一個蘆竹鄉。做24小時、休24小時,情況好的時候,一天6人值班,扣掉留守1人,有5人可外出救火。一般人恐怕難以想像,有時甚至只有1人能救火;之前北市殉職的消防員,因為現場未做出入管控,其他弟兄沒有人知道他在哪。
「遇到一人外出的情況,我們隊上會拜託休假在宿舍的弟兄幫忙開車,不過這不算加班,只有一張感謝狀...。我們的編制員額短缺四成,然而,政府對外都以『預算員額』魚目混珠,宣稱已經滿編。
「我身上這套香港消防員的配備,比台灣的安全許多,香港一次採購13000套,但我們政府就是不肯換。國外消防隊有快速安全門,開關只要兩秒鐘;搭配消防站廣播設備,根本不需要有人留守隊上。我們呢?我們的長官連鐵捲門的錢都不肯花。」

"When I was still in school, I started as a volunteer firefighter. Even when I served in military on the offisland, I came back to the fire stations during vacations. After the military service I had been construction surveyor and then running an online shop. I can't forget the satisfaction of saving people so I joined the fire division even my family didn't want me to. The station I work now is in Taoyuan, Luchu.
"I love my job and I really hope that our government can pay attention to the problem we are having. Actually the problems have always existed, but no one has brough it up and tried to organize firefighters until now.
"The most serious problem is that we don't have enough firefighters and there it's difficult to schedule manpower. At our station we have 15 people, taking care of one third of the whole Luchu village. Our shift is 24-hour-work and then 24-hour-off. At best, we have 6 men on duty at the same time. If there is a fire, 5 of us could go and 1 of us stays at the station. Worst situation is very difficult for people to imagine-- we might only have 1 man that can go to put out fire. Previously we lost one man in Taipei City, the team lost him because there wasn't enough help to control and know who's entered the scene of fire.
"To prevent the worst situation, if there's only one man available, we'll ask for the help of the colleague who might be taking his day off and trying to get some rest in our dorm room. But the extra help is count as working overtime, there is only a 'Certificate of Recognition', a piece of thank you card for it. Our human resource is 40% in short. But our government just closes the openings with an excuse that they'd given out their budget for 100% human labor.
"I am wearing Hong Kong firefighter gears. They guarantee more protection than what we have in Taiwan. Hong Kong bought 13000 sets, but our government just wouldn't upgrade our gears. Firestations in other countries have security doors and they can open and close in 2 seconds, plus station broadcasting system, they don't need someone to stay at the station when there is a need outside. How about us? We don't even have a roller shutter to close the station exit."
