ถ้าพูดถึงประเทศที่น่าอยู่ที่สุด หลายคนคงจะนึกถึง 5 ประเทศนี้

5 ประเทศนี้ ถูกเรียกรวมกันว่า กลุ่มประเทศ “Nordic”
ซึ่งได้รับการขนานนามว่า เป็นกลุ่มประเทศที่

กลุ่มประเทศนอร์ดิก เป็นกลุ่มประเทศ ที่ตั้งอยู่ในแถบยุโรปตอนเหนือ
ประกอบด้วย 5 ประเทศ คือ เดนมาร์ก ฟินแลนด์ ไอซ์แลนด์ นอร์เวย์ และสวีเดน

ซึ่งก็ต้องหมายเหตุด้วยว่า ประเทศในกลุ่มนี้ ยังรวมไปถึง กรีนแลนด์ หมู่เกาะแฟโร
ที่เป็นเขตการปกครองตนเองของเดนมาร์ก
และหมู่เกาะโอลันด์ ที่เป็นเขตการปกครองตนเองของฟินแลนด์

กลุ่มประเทศนอร์ดิก มีการจัดตั้งคณะมนตรีนอร์ดิก ขึ้นในปี 1952 เพื่อเป็นการส่งเสริมความร่วมมือกันระหว่างสภาและรัฐบาลของประเทศต่าง ๆ ภายในกลุ่ม เพื่อส่งเสริมเสถียรภาพ ความมั่นคง การพัฒนาทางด้านสังคม เศรษฐกิจ และสิ่งแวดล้อม ซึ่งกันและกัน

แล้วข้อมูลทางเศรษฐกิจที่สำคัญของกลุ่มประเทศนอร์ดิกที่น่าสนใจมีอะไร
- พื้นที่รวม 3.4 ล้านตารางกิโลเมตร ใหญ่เป็นอันดับที่ 7 ของโลก
- มูลค่าขนาดเศรษฐกิจรวม 50 ล้านล้านบาท ใหญ่เป็นอันดับที่ 11 ของโลก
- รายได้เฉลี่ยต่อหัว 1.8 ล้านบาทต่อคนต่อปี มากเป็นอันดับที่ 13 ของโลก
- จำนวนประชากร 27.4 ล้านคน มากเป็นอันดับที่ 49 ของโลก

จากข้อมูลดังกล่าวก็พอจะสังเกตได้ว่า กลุ่มประเทศนี้มีพื้นที่กว้างใหญ่ มีประชากรไม่มาก แต่ถือว่ามีขนาดเศรษฐกิจและรายได้เฉลี่ยต่อหัวในระดับที่สูง

แล้วจุดเด่นของกลุ่มประเทศนอร์ดิกมีอะไรบ้าง ?

เรื่องแรกเป็นเรื่องของทรัพยากรพลังงานที่มีปริมาณมาก
และการมีเทคโนโลยีขั้นสูงในการผลิตไฟฟ้าจากพลังงานหมุนเวียนที่ถือว่า ก้าวหน้ามากที่สุดแห่งหนึ่งของโลก

ยกตัวอย่างเช่น
- นอร์เวย์เป็นประเทศที่มีแหล่งสำรองน้ำมันดิบและก๊าซธรรมชาติ มากเป็นอันดับที่ 21 ของโลก
- เดนมาร์กเป็นประเทศแรก ที่สามารถสร้างกังหันลมนอกชายฝั่งเพื่อการผลิตไฟฟ้า
- ฟินแลนด์ ไอซ์แลนด์ นอร์เวย์ และสวีเดน มีเทคโนโลยีขั้นสูงในการผลิตพลังงานความร้อนใต้พื้นพิภพ ที่ใช้สำหรับทำความอบอุ่น แก่ที่พักอาศัยและอาคารสำนักงาน

- NOKIA บริษัทโทรคมนาคมรายใหญ่ของโลก จากฟินแลนด์

ประเทศในกลุ่มนอร์ดิก อย่างสวีเดน ยังเป็นต้นกำเนิดของเทคโนโลยีรับส่งข้อมูลแบบไร้สาย “บลูทูธ”
ซึ่งรู้ไหมว่า ชื่อ บลูทูธ ถูกตั้งขึ้นเพื่อเป็นเกียรติแก่กษัตริย์นามว่า “ฮารัลด์ บลูทูธ (Harald Bluetooth)” ที่เคยปกครองดินแดนแถบนอร์ดิกนี้ในยุคไวกิง

อีกเรื่องที่ถือว่ามีความสำคัญและน่าสนใจเกี่ยวกับกลุ่มประเทศนอร์ดิก
คือประเทศในกลุ่มนี้ ได้รับการยอมรับว่าเป็น
กลุ่มประเทศที่ประชากรมีความสุขเป็นอันดับต้น ๆ ของโลก

นับตั้งแต่องค์การสหประชาชาติได้เริ่มเผยแพร่รายงานชื่อ “World Happiness Report” ครั้งแรกในปี 2012 ซึ่งเป็นรายงานผลสำรวจข้อมูลดัชนีความสุขมวลรวมของแต่ละประเทศทั่วโลก
ประเทศในกลุ่มนอร์ดิก มักได้รับการจัดอันดับ เป็นประเทศที่มีความสุขอันดับต้น ๆ ของโลกมาโดยตลอด

ซึ่งตัวชี้วัดระดับความสุขของรายงานดังกล่าว จะพิจารณาจากปัจจัยต่าง ๆ เช่น รายได้เฉลี่ยต่อหัว, อายุขัยของประชากร, การสนับสนุนทางสังคม, ความเอื้ออาทรของคนในสังคม, อิสรภาพจากการใช้ชีวิต และดัชนีชี้วัดอันดับการคอร์รัปชันของประเทศ

โดยในปี 2020 นั้นมีจำนวนประเทศที่ได้รับการประเมินจำนวน 156 ประเทศ
เราลองมาดูผลการจัดอันดับว่า ประเทศในกลุ่มนอร์ดิกนี้ได้รับการจัดอันดับเท่าไรกันบ้าง

- ฟินแลนด์ อันดับ 1
- ไอซ์แลนด์ อันดับ 2
- เดนมาร์ก อันดับ 3
- สวีเดน อันดับ 6
- นอร์เวย์ อันดับ 8

โดยเฉพาะฟินแลนด์ ที่ดูแล้วคนในประเทศคงจะฟินสมชื่อ
เพราะครองตำแหน่งชาติที่มีความสุขมากที่สุดในโลกได้อย่างเหนียวแน่น เป็นระยะเวลาถึง 4 ปีซ้อน
ขณะที่ประเทศอื่น ๆ ในกลุ่มนอร์ดิก ก็มักจะติดอันดับ 1 ใน 10 ของโลกมาโดยตลอด

อีกประเด็นคือ ประเทศในกลุ่มนอร์ดิก ขึ้นชื่อเรื่องต้องจ่ายภาษีในอัตราที่สูงอันดับต้น ๆ ของโลก

ปัจจุบัน อัตราภาษีเงินได้บุคคลธรรมดาของประเทศในกลุ่มนอร์ดิก อยู่ในช่วง 38-57%

โดยฟินแลนด์ เป็นประเทศที่จัดเก็บอัตราภาษีดังกล่าวสูงที่สุดในกลุ่ม ที่ 56.95% ในขณะที่ประเทศอย่างเดนมาร์กและสวีเดน ก็มีอัตราภาษีเงินได้บุคคลธรรมดาสูงกว่า 50%

อย่างไรก็ตาม แม้ว่าประชาชนของประเทศเหล่านี้ จะเสียภาษีในอัตราที่สูง แต่ก็ได้รับบริการจากภาครัฐหรือรัฐสวัสดิการที่ถือว่าคุ้มค่า จนสามารถทำให้คุณภาพชีวิตของประชาชนนั้นดีขึ้นอย่างมาก ทำให้ประชาชนในประเทศมีความเต็มใจที่จะจ่ายภาษีในอัตราสูง ๆ ให้ภาครัฐ

ตัวอย่างที่นอร์เวย์ มีการลงทุนในระบบผลิตน้ำประปา รวมไปถึงการตรวจสอบคุณภาพน้ำสม่ำเสมอ เพื่อทำให้ประชาชนสามารถดื่มน้ำจากก๊อกน้ำสาธารณะได้อย่างปลอดภัย
ปัจจุบัน คุณภาพน้ำประปาที่นอร์เวย์มีคุณภาพดีที่สุด 3 อันดับแรกของโลก

การเรียนการสอนของโรงเรียนในฟินแลนด์ ได้รับการยอมรับว่าเป็นระบบการศึกษาที่มีประสิทธิภาพในระดับแนวหน้าของโลก

และหลายประเทศในกลุ่มนี้ สามารถจัดหาการเรียนการสอน รวมทั้งการรักษาพยาบาล ในราคาที่ประชาชนทุกคนสามารถเข้าถึงได้

บางประเทศสามารถให้บริการดังกล่าวฟรีแก่ประชาชน โดยทั้งสถาบันการศึกษาและโรงพยาบาล จะได้รับเงินสนับสนุนจากรัฐบาลที่มาจากภาษีของประชาชน

นอกจากการจัดหารัฐสวัสดิการ ที่มีความจำเป็นขั้นพื้นฐานต่อการดำรงชีวิตให้แก่ประชาชนได้อย่างมีประสิทธิภาพแล้ว อีกเรื่องคือ เรามักไม่ค่อยได้ยินข่าวการเกิดเหตุการณ์ความไม่สงบเรียบร้อยจากประเทศในกลุ่มเหล่านี้มากนัก

เรื่องนี้ก็สะท้อนออกมาจากข้อมูลของ Global Peace Index Rankings ซึ่งเป็นดัชนีที่แสดงถึงความสงบสุขของแต่ละประเทศนั้นพบว่า ในปี 2019 ประเทศที่มีความสงบสุขอันดับ 1 ของโลกคือ ไอซ์แลนด์
และประเทศอื่น ๆ ในกลุ่มนอร์ดิก ก็ติดอันดับ 1 ใน 20 ของดัชนีดังกล่าวด้วยเช่นกัน

จากเหตุผลต่าง ๆ เหล่านี้ ก็คงไม่แปลกใจ
ที่ทำไมเวลาพูดถึงประเทศที่คนมีความสุขที่สุดในโลก
จะต้องพูดถึงชื่อของประเทศในกลุ่มนอร์ดิกเหล่านี้ขึ้นมา..
