外交部吳釗燮部長受 #日本外國特派員協會 邀請，於今日線上演講，深度剖析國際現勢及台日合作友誼。

🔸國際關係轉變成民主與威權的對抗

中國的 #帶路倡議 使其影響力前進歐洲部分國家、非洲和南亞，同時也帶來債務、貪腐及侵蝕民主治理的痕跡。

疫情爆發後，更加促使民主國家和威權國家的戰略競爭對抗，中國的 #疫苗外交 則造成中、南美洲內部分裂的危機，也給了中國政府在西半球施加影響力的機會。

中國在印太地區大秀經濟和軍事力量，採取混合戰戰術，擴張其影響力。此外，東海和南海緊張局勢持續加劇，中國藉由 #灰色地帶戰術、過度擴張海洋主權聲索，以及部署海上民兵動用所有可能手段來引發衝突，距離正式引戰僅有一線之隔。

如果沒有妥善處理這樣的趨勢，民主國家的戰略利益將會受到影響。

部分西歐國家以及歐盟本身正在制定他們自己的 #印太戰略，部分東歐國家正呼籲退出17+1合作機制；全球多國亦正呼籲拒絕華為來實現乾淨的5G網路。部分歐洲國家也派遣軍艦到西太平洋執行自由航行行動，並與日本和美國舉行聯合演習，#這顯示民主國家正在覺醒。

🔸台灣正位於中國擴張主義的前線

台灣周遭的情況正在惡化。軍事威脅和脅迫、滲透、影響力作戰、灰色地帶戰術，以及大規模的假訊息攻勢都旨在侵蝕公眾對民主體制的支持，若將印太緊張局勢視為中國威權主義政權擴張的後果，台灣正位於中國擴張主義的前線，也是民主和威權主義間意識型態角力中的焦點。

我們理解自己的責任不僅是保護自身主權，更要保衛自由民主的台灣，避免落入威權主義之手。台灣政府和人民絕對致力於自我防衛。我們也期盼與理念相近的民主夥伴建立更好、更多的合作關係，強化因應共同挑戰的能力。

這次疫情凸顯出過度依賴單一市場的風險，應加快 #重組供應鏈 的速度，台灣有加入 #跨太平洋夥伴全面進步協定（CPTPP）的意願，深度的區域整合是支撐個別國家抵禦貿易報復的關鍵所在。

🔸台日友誼堅實而自由民主終將勝利

台灣和日本共享自由、民主、人權保障和法治等價值。過去幾年，雙方更是患難見真情。日本於2019年以正式夥伴的身分加入 #全球合作暨訓練架構 （GCTF），更建立台日堅實的夥伴關係。
近期，日本愈來愈公開表態支持台灣，也在近期 #G7外長會議聯合公報 中敦促世衛納入台灣。此外，日前的美日「2+2會談」、元首峰會、以及日本歐盟領袖峰會的聯合聲明均提及台海和平穩定，這讓台灣民眾感覺到，自己並非獨力對抗威權擴張主義；對於日本的支持，台灣銘感在心。

在這場捍衛民主與言論自由的戰役中，你我同舟一命。台灣不僅是可靠的夥伴，也是維持自由開放印度太平洋的一股良善力量。民主或許不是最強大的文明形式，卻是至今最具韌性的一種；只要齊心協力，台灣與日本定能共同茁壯。吳部長對自由和民主的力量深具信心，也深信 #自由和民主終將戰勝一切。

In MOFA Minister Joseph Wu’s recent speech to the Foreign Correspondents’ Club of Japan, he talked in depth about how the wake of debt and democracy erosion left in the path of China’s Belt and Road Initiative throughout parts of Europe, Africa, and South Asia has spurred many to awaken to the dangers posed by expanding authoritarianism. He also pointed to the increasing attempts by Beijing to leverage vaccines in order to put pressure on countries to adopt the political stances they demand of partners.

Despite the worrying outlook in the #IndoPacific arena, Minister Wu stated that like-minded countries like #Japan have shown enduring support for Taiwan and that the partnership between the two countries can benefit the wider region, as well as one another, including in the restructuring of global supply chains and in the operations of the CPTPP, which Taiwan hopes to join.

He also thanked the country for its recent public statements of support for Taiwan’s inclusion in the WHO and their cooperation in the Global Cooperation and Training Framework.

📰 Chinese pork snacks found in Taiwan amid African swine fever fears

TAIPEI (Taiwan News) — Chinese pork snacks have been seized in Kinmen and Hsinchu counties as Taiwan ramps up its crackdown on meat products from overseas over the risk of disease.

📌 台北(台灣新聞)-隨著台灣加強對海外肉類產品的嚴格管理，以防患病風險，中國豬肉零食已在金門和新竹縣被查獲。

Over 100 packets of pork snacks from China have been impounded on the outlying island of Kinmen and in Hsinchu in joint raids, according to the Kinmen Police Bureau. The operation followed an investigation into Chinese meat products, including sausages smuggled into the country and hawked online, wrote CNA.

📌 據金門縣警察局稱，已經有100包來自中國的豬肉零食被聯合突擊，扣押在離島的金門和新竹。 CNA寫道，這次行動是在對中國肉類產品進行調查之後，其中包括走私到該國並在網上販賣的香腸。

Taiwan has banned the import of meat products to prevent African swine fever (ASF), which has swept through Africa, Europe, China, South Korea, and many Southeast Asian countries over the past three years, per the Central Emergency Operation Center.

The suspects busted in the operation are believed to have profited from selling the illegal products on e-commerce platforms since the Lunar New Year, allegedly violating the Statute for Prevention and Control of Infectious Animal Diseases.

Sausages dumped at border checkpoints by arriving visitors have been found to carry ASF strains. Importing merchandise that is subject to inspection risks a sentence of up to seven years and a maximum fine of NT$3 million (US$105,000), the authorities warned.

Taiwan’s Coast Guard has stepped up patrols following the discovery of a pig carcass in a harbor in New Taipei on Sunday (April 4). The dead pig, confirmed to have been infected with the ASF virus, is the first such case ever reported in Taiwan and is believed to have drifted here from China.

A message from Taiwan.

Hi there, this is Vivi from Taiwan.
There’s something that I would like to share with you.

With more than 1.7 million confirmed cases and 100 thousand deaths around the world, the COVID19 pandemic outbreak has become the most challenging global health crisis of our time. This is an unprecedented time that has affected the lives of everyone in our global community, regardless of race, gender, culture, or skin colour.

At this defining moment in history, cooperation will bring upon the relief and clarity needed to triumph over a common threat facing humankind. In this fight, I, as a citizen of this global community, believe health is a fundamental human right that is inherent to all human beings. ‘Health For All, Leave No One Behind’ is a guiding principle of all health professionals, as well as a message that has resonated with us Taiwanese people through the toughest of times. In 2003, the SARS outbreak devastated my home country. Left isolated and marginalised by the WHO in the fight against SARS, we learned, through fearful uncertainty, how to tenaciously combat pandemics. But most importantly, the people of Taiwan experienced firsthand what it felt like to be left behind. Taiwan, despite just being miles off the coast of China, has effectively managed the spread of coronavirus in our country. And it is the belief that we should ‘leave no one behind’ that motivates us to play our role in the global community.

Taiwan can help, and Taiwan is helping.

In the past few weeks, the Taiwanese government has donated more than 10 million surgical masks to the United States, Europe, Southeast Asia, India, Central America and South America. Other medical supplies are also finding their way to all continents around the globe. Since the very first days of the outbreak, the Taiwanese government has devoted itself to fighting this pandemic. Through information transparency, quick response, early deployment and the effective use of big data, the functions of our society continue without interruption. To share our knowledge on COVID-19 with the world, we created virtual forums, participated by numerous countries, of our successful and internationally recognised public health policies. Our government and research centres have also teamed up with the Czech Republic, European Union and the United States in sharing tactics and technology and collaborating on the development of vaccines and rapid test kits. Finally, we have worked with different governments in analysing the economic, social and psychological impact of the epidemic and related isolation measures.

Taiwan cares, and Taiwan helps.

This virus can tear up the world, but it will not shake the foundations of humanity’s values. For a worldwide pandemic that does not discriminate based on borders and nationalities, it is crucial that we, in times of a crisis like this, stay stronger together.

Taiwan never forgets her friends from around the world.
We are part of this global team and we are in solidarity with the rest of the world.

在這個歷史性的浪尖上，並肩合作、共同抗疫，才能夠引領我們贏得這場對抗病毒的戰役。身為全球公民的一員，我始終相信「健康，是每一個人都享有的基本人權」。而「全民均健」，不只是每一個醫衛人員所堅守的價值，更是在這樣艱難的時刻中，臺灣人民付諸實行的信念。在2003年時，我們經歷了SARS的考驗，並學會了如何在前方情形未知、還被WHO排除在外的情況下，仍舊堅韌地戰勝傳染病。但最重要的是，臺灣人比誰都了解孤軍奮戰的心情。而在這次的疫情當中，臺灣即便緊鄰中國，依然有效地阻擋了疫情擴散。同時也正是「全民均健，不可遺落任何一個人」的信念，引領臺灣始終積極地在國際社會中，貢獻一己之力。

臺灣可以幫忙，我們也正在全力幫忙。

在過去幾週內，臺灣捐贈了超過一千萬個醫療口罩至美國、歐洲、東南亞、印度及中南美洲。同時，也有許多捐贈給各大洲的防疫醫療器材，正在運送與安排當中。自從疫情爆發的第一天起，我們的政府就全體動員，合力對抗傳染病。經由公開透明的疫情資訊、超前部署、快速溝通與反應、以及大數據運用等防疫策略，臺灣社會才得以繼續維持日常生活不受影響。而我們也開始舉辦線上會議，與許多國家分享我們的防疫經驗——臺灣的防疫成果，是國際有目共睹的。我們的政府與醫衛研究機構，也跟捷克、歐盟、美國合作，不僅分享防疫策略、技術，也開始共同研發疫苗與快篩。近期，我們也跟他國政府共同合作，研究此次疫情所帶來在經濟、社會與心理健康上的影響。

臺灣因為在乎，所以我們實際幫忙。

病毒或許可以分裂這個世界，但沒辦法撼動人類最根深蒂固堅守的價值。面對著這個跨越邊界、國籍的傳染病危機，這個世界必須攜手合作，共同強大。

臺灣從來沒有忘記我們全球的友邦與朋友。
我們是這個世界的一份子，也會持續跟全世界站在一起，抵禦病毒。
臺灣與你並肩。

"We’ve already covered McDonald’s on this channel, and, well, now it’s time for some KFC. Kentucky Fried Chicken is the world’s second largest restaurant chain after McDonald’s, with over 23000 outlets in more than 140 countries and territories around the world. Now recently, the number of KFC outlets has been declining in the US, but the company has actually continued to grow over in Asia. In fact, KFC’s largest market lies on this continent (we’ll get to that soon). KFC was founded on March 20th, 1930 in Kentucky, with its very first franchise opening in Utah in 1952. Just a year later it made its way to Canada; and in 1965 the first overseas franchise outside of North America opened in the UK. Now it’s from this point where KFC enters the Asian market (well before McDonald’s); and, in this video I’ll be taking you through the next 54 years of KFC's Asian ascension.
