A temporary tolerance to “one country, two systems” is just a stopgap measure for its short-term incapability. Once the Central Government is confident in replacing it, the local self-governing forces will be crushed ruthlessly. And those self-conceited about their contributions to the state will have to bear the brunt. High autonomy can never materialize in a country where the state power is maximized, but only in a country where individual rights are maximized."

衝浪圈文化中出現所謂的 #在地主義（localism）。《衝浪之書》作者 Michael Fordham 觀察發現，在地主義是一種衝浪的 #地盤佔領意識，是對越來越多從事衝浪活動的人的惡劣回應；而學者 David 和 Emily 則進一步的視在地主義為源自於 local 為保護浪點和避免過度擁擠，而在浪人互動過程中進行的動態他者化（othering）作為。

■ #行家與外行人
.
當前對台灣浪人文化討論中也提到，衝浪運動是以技術資本（performance capital）來區分 #外行人與行家（outsider and insider），在地主義就是 local 透過自身在浪點的行家身分，建立和維護外行人在浪點應有的禮儀，促使衝浪運動更有秩序地進行的作為。

■ #local身份的形塑
.
而 local 身分的形成，除了需具備一定程度的衝浪技巧而受到推崇之外，學者 Emily 和 David 也觀察到 local 身分是由社會和空間因素形塑（socio-spatial identity formation）而成。

local 透過長期居住於當地，得以在浪點進行更長時間、高頻率的衝浪活動，藉由掌握對該地的地形、浪況和潮汐，從而發展出相對於其他浪人對浪點更多的情感依附能力，#此種與地方的連結形塑了local的身分認同。
